Regulatory Update: New Senate Resolution Would Overturn the Federal Approval Behind California's 2028 Pressure Washer Rules.

NEW CONGRESSIONAL ACTION ON CALIFORNIA'S 2028 PRESSURE WASHER RULES

On August 5, Senator Cynthia Lummis of Wyoming, joined by eight other senators, introduced S.J. Res. 205—a resolution under the Congressional Review Act that would overturn the EPA authorization behind California's updated SORE regulations. If the resolution passes both chambers of Congress and is signed by the President, the federal approval supporting these rules would have no force or effect.


The Congressional Review Act gives the resolution a faster path than most legislation: it cannot be filibustered in the Senate, and Congress used this same process in 2025 to overturn other California emissions approvals. The resolution is currently before the Senate Environment and Public Works Commitee, and a floor vote could come as early as this fall after the Senate

returns on September 14.


Prior to this congressional action, PWNA met directly with CARB in April during its SORE Technology Review to explain the performance, hot-water, portability, and continuous-runtime requirements of professional work.


PWNA has now formally shared the industry's technical and economic concerns with the Senate commitee considering S.J. Res. 205 and continues working with regulators, policymakers, allied associations, and manufacturers.


Members are encouraged to weigh in now. Senators are home in their states until September 14, when offices are especially attentive to local business owners. Use the sample email, two-minute phone script, and committee roster in the Call to Action Kit included in this update.

Contact your own senators first. If a senator from your state serves on the Senate Environment and Public Works Committee, prioritize that office as well. A brief call or email can make a difference, and the Call to Action Kit below makes it easy to act in about 10 minutes:


  • Find your two senators at senate.gov/senators and call or email both, asking them to support S.J. Res. 205.
  • A short, personal message is most effective: who you are, where your business is, and that commercial-grade zero-emission equipment doesn't yet exist for the work you do.
